Massachusetts directs the public to VINE through VINELink to find a person housed in a Massachusetts Department of Correction institution. The official locator instructions state that only MA DOC participates in the Massachusetts VINE program. Barnstable County Correctional Facility does not feed county jail custody into that service.
The custody layer must be identified first. A BCCF release question goes to the facility, BCSO Records, and the criminal docket. A person transferred from BCCF to MA DOC may then appear through VINE because the reporting agency changed. A federal prisoner belongs in the BOP Inmate Locator. An immigration transfer requires ICE’s locator or ERO contact.
That narrow scope prevents a common error. Absence from VINE cannot establish that someone left BCCF or returned to the community. It may simply mean the person is outside the only participating Massachusetts agency.

A result is a current system signal, not a discharge certificate. The official Massachusetts use case is finding someone housed in state prison. Once a profile vanishes, discharge, transfer, identity mismatch, timing, or a technical issue are all possible.
Note: Massachusetts uses “projected discharge date” in internal records, but the public VINE route does not promise that field.

When names are common, do not rely on the name alone. Match the commitment number, reporting agency, facility, and case context. A date of birth may be included in a focused agency request only when necessary to resolve identity, but confidential personal details should not be sought without a records-based need.
The best confirmation names both the ending and receiving custody layers. A BCSO transfer record can establish departure from Barnstable County, while the MA DOC record establishes the next custody status. If the receiving agency is unclear, the court docket and final custodian-issued records provide a safer path than repeated locator searches.

Keep the registration PIN apart from the person’s public case identifiers. The PIN may be needed to manage the alert or acknowledge a phone notice, but it does not unlock a correctional record. If contact information changes, update the registration rather than assuming future notices will follow automatically.
Confirm Barnstable VINE Changes
A missing or changed MA DOC result requires a second source. Request the final release date, release type or destination, certificate of discharge or release, and nonexempt sentence-computation summary from DOC. Then compare the sentencing docket and any public parole decision that applies. Those records can distinguish parole, full discharge, and transfer.
Parole means release to community supervision under the Massachusetts Parole Board. It is not the same as discharge, which ends the sentence or agency authority reflected by the record. A favorable parole decision also may precede the physical gate date because conditions and release processing can remain.

A DOC public-record request is the strongest fallback when a former state prisoner no longer appears in VINE. Identify the person by full name and commitment number if known. Add the sentencing court, docket, and approximate release window. Ask for the final physical release date, release type or destination, certificate of discharge or release, and nonexempt sentence-computation summary.
The request can also seek the minimum, maximum, parole-eligibility, and release-to-supervision dates. Those terms answer different questions. The minimum date often bears on parole eligibility, while the maximum marks the sentence endpoint unless another lawful calculation applies. The projected discharge date is an internal computed date that may change before final release.
Ask for segregable nonexempt portions and omit medical, victim, security, or other material that is not needed to verify the custody event. A narrow scope makes the identity and purpose of the request clear. Compare the response with the sentencing docket because a court order and a DOC physical exit can be recorded on different dates.
Barnstable Certified Release Notices
Barnstable has a distinct certified-victim notice layer beyond general VINE. BCSO Victim Services says approved victims receive advance notice of a final release date or transfer to a less secure facility. Massachusetts also operates a separate DCJIS Victim Notification Registry for eligible victims, witnesses, qualifying family members, and people with a documented safety concern. Registration requires a form and supporting material. It can provide notices of less-secure custody, escape, and temporary, provisional, or final release. BCSO states that approved participants receive 14 days’ advance notice of a final release date or transfer to a less secure setting. Events that cannot be forecast in the same way, such as escape or death, are reported as soon as practicable. Barnstable VINE System Boundaries
VINE does not cover BOP federal prisoners. The BOP Inmate Locator can retain a “Released” or “Not in BOP Custody” status with a release date for federal records from 1982 onward.
